Ten years ago, the United Nations placed Iraq - in the words of US National Security Advisor Samuel Berger - under "the most complete embargo of any country in modern times". The sanctions have penetrated every part of society and left its people wretched. They were intended to destroy Iraq's capability to produce weapons of mass-destruction and to topple its government but Saddam Hussein still maintains his defiant hold over what was once called 'the cradle of civilization'.
